Fly if you can. The direct Cebu to Siargao flight takes a little over an hour and drops you at Sayak Airport in Del Carmen, roughly 45 minutes from General Luna where almost everyone stays. If flights are sold out or the fares have gone silly during surf season, take the overnight ferry from Cebu to Surigao City, then a fast craft across to Dapa on Siargao. That combination takes most of a day but costs a fraction of a last minute airfare.
Option 1: The direct flight from Cebu to Sayak Airport
This is the route most people take, and for good reason. Cebgo, which is the turboprop arm of Cebu Pacific, and PAL Express both run the Mactan Cebu to Sayak hop. Flight time is around one hour to one hour fifteen minutes. Sayak is a small airport with one runway, a modest terminal and a baggage claim that is essentially a counter, so expect to be out of the building within twenty minutes of landing.
Schedules shift with the season, but there are usually one to three departures a day. During peak surf months, from roughly August through November, more seats get added and they still sell out.
What the flight actually costs
Book two or three months out and you can often find one way fares around PHP 2,000 to PHP 3,500. Book inside two weeks during peak season and PHP 5,000 to PHP 7,000 is not unusual. Add checked baggage if you are bringing a board, because surfboard fees on the turboprops are charged separately and they are not cheap. Some travellers rent a board in General Luna instead and skip the fee entirely, which is worth doing the maths on.
One practical warning: these are small aircraft with tight weight limits, and Sayak occasionally sees weather delays or diversions during the rainy months. Do not book a same day onward international connection out of Cebu. Give yourself a night of buffer.
Option 2: The ferry route via Surigao City
The sea route is two legs. First, an overnight ferry from Cebu Port to Surigao City. Then a separate boat from Surigao across to Dapa port on Siargao. There is no single ticket that covers both, so you are buying two fares and managing the connection yourself.
Cokaliong Shipping Lines and Lite Ferries are the main operators on the Cebu to Surigao leg. Most sailings leave in the evening and arrive early the next morning, which is genuinely useful because you save a night of accommodation. Crossing time is around nine to ten hours. Fares run roughly PHP 800 for the open tourist deck up to around PHP 1,500 or so for a cabin bunk with air conditioning. Bring a light jacket. The air conditioned decks get properly cold, and the blanket situation is optimistic at best.
The Surigao to Siargao leg
From Surigao City the boats leave from the main wharf, a short tricycle ride from the town centre. Fast craft services cross to Dapa in roughly two to three hours depending on the operator and the sea state, with fares somewhere around PHP 400 to PHP 600. There are also slower roll on roll off ferries that take closer to three and a half or four hours for a bit less money, and those are the ones that can carry vehicles if you are bringing a motorbike over.
Morning departures are the reliable ones. If your Cebu ferry lands around 6am or 7am, you can usually make a mid morning crossing and be in General Luna by early afternoon. Afternoon sailings exist but get cancelled more often when the weather turns, so treat the morning boat as the plan and the afternoon one as the backup.
Option 3: Fly Cebu to Surigao, then take the boat
This is the option people forget. There are flights from Cebu to Surigao City airport, and they are sometimes considerably cheaper than the direct Siargao service because Surigao is not a resort destination and does not carry resort pricing. You land in Surigao in under an hour, take a tricycle to the wharf, and catch the fast craft.
The catch is timing. If your Surigao flight lands in the afternoon you will very likely miss the last comfortable boat and end up overnighting in Surigao. That is not a disaster, there are decent budget hotels near the boulevard, but it turns a cheap fare into an extra night’s cost. Only take this route if the flight lands before about 11am.
Getting from the port or airport to General Luna
Whichever way you arrive, you are not there yet. From Sayak Airport, shared vans meet every flight and run to General Luna for roughly PHP 300 to PHP 400 per person, taking about 45 minutes to an hour. Private vans cost more, somewhere in the PHP 1,500 to PHP 2,500 range for the vehicle.
From Dapa port, it is a similar story. Shared vans and multicabs run to General Luna for around PHP 100 to PHP 200 per person, and the trip takes roughly 45 minutes. Habal habal motorbike taxis are the fast, cheap, slightly hair raising option at around PHP 200 to PHP 300, though not ideal with a big backpack and a surfboard.
Cost comparison, door to door
Here is roughly what each route costs from central Cebu to a guesthouse in General Luna, per person, assuming sensible advance booking.
Direct flight: around PHP 2,500 to PHP 4,000 airfare, plus roughly PHP 350 for the shared van. Total in the region of PHP 3,000 to PHP 4,500. Time from door to door, about four hours including airport time.
Ferry via Surigao: around PHP 1,000 for the overnight boat, PHP 500 for the fast craft, PHP 150 for the van, plus tricycle fares. Total around PHP 1,800 to PHP 2,200. Time, roughly 18 to 20 hours, but one of those nights is spent sleeping on the boat rather than paying for a room.

Which option should you choose
If you have a fixed number of days and you are trying to fit Siargao into a wider Philippines trip, fly direct. The extra PHP 1,500 or so buys you most of a day back, and on a ten day trip that is a meaningful chunk.
If you are travelling slowly, on a backpacker budget, or the flights have simply run out, the ferry route is completely fine and quite a pleasant experience. Sea conditions between Surigao and Siargao get rough from around December through February, and crossings do get cancelled. If you are travelling in those months, the flight is the safer bet.
